This puzzles me a bit. Why would Mencia knowingly rip off such a huge joke (huge in length, as opposed to a one-liner) from a comic legend? He would have to know he would be found out.
Or, did he see it sometime in his life and the idea sort of buried itself in the back of his brain and when one day he retrieved it he assumed hhe himself was the author.
Granted, the delivery was too much of a mirror of Cosby for the second explanation to be the case, but I still come back to how Mecia must know a Bill Cosby joke will eventually be recognized. It makes no sense.

a lot of criminals do stuff just to get caught. some weird aspect of the human psyche.
